U .S. Secretary of State Marco Rubio has issued a stern warning to Panama, urging the country to reduce alleged Chinese influence over the Panama Canal or face potential retaliation from the United States. The warning came during Rubio’s first foreign trip as America’s top diplomat, during a face-to-face meeting with Panamanian President Jose Raul Mulino on Sunday.
Rubio emphasized that China’s presence in the canal zone, particularly through the operation of two ports by Hong Kong-based company CK Hutchinson, violates the 1999 treaty that transferred control of the canal to Panama while ensuring its permanent neutrality. “Secretary Rubio made clear that this status quo is unacceptable,” the State Department stated, adding that the U.S. would take necessary measures to protect its rights under the treaty if immediate changes are not made.
President Mulino, however, downplayed the perceived threat, stating that he did not believe China’s involvement jeopardized the treaty’s validity. He described the meeting as a “good-faith” discussion aimed at addressing U.S. concerns and noted that an audit of the port operations was underway. Mulino also confirmed that Panama would not renew its agreement with China’s Belt and Road Initiative when it expires.
The Panama Canal, a critical artery for global trade, has become a focal point of U.S.-China tensions in the region. Former President Donald Trump has repeatedly accused China of exerting undue influence over the canal and even called for its return to U.S. control.
During his visit, Rubio also discussed migration issues with Mulino, proposing that Panama accept direct deportations of non-Panamanian migrants who cross the treacherous Darien Gap jungle from Colombia. Mulino indicated openness to the idea but insisted that the U.S. cover the associated costs.
Meanwhile, Rubio’s visit sparked protests in Panama City, with around 200 demonstrators chanting “Marco Rubio out of Panama” and burning banners featuring images of Rubio and Trump. The protests underscored local concerns over U.S. intervention and the preservation of Panama’s sovereignty.
